Business Expert does not limit itself to routine delivery of subsequent projects and programmes according to fixed standards and procedures.

Our mission is to reach beyond stereotypical ideas of local decision-makers concerning municipal economy operation models and convincing them that:

• municipal economy does not have to be a state-owned economy, managed by the municipalities as a budgetary agency on account of it being allegedly cheaper and capable of cross-financing (for instance water and sewage allegedly able to finance another one, housing for instance), which is essentially a monopoly, and one that is not always efficient,
• private partners may share some responsibility with the municipality, as well as financial burden related to the development of the municipality,
• municipalities should take care of organising economic and social life, and not necessarily be an entrepreneur competing with its residents.

For many years we have been fighting, within dozens of articles of “Wspólnota” and “Gazeta Samorządu Administracji", as well as, through several published books, for the change in the function of the municipality as far as the process of administration is concerned (the municipality should be an organizer and not an entrepreneur), for transformation of budgetary agencies into companies in many ways (famous transformation issue within “housing condominiums”), for creating public and private partnership and even for privatisation of municipal tasks and property. Numerous publications and trainings conducted by the Business Expert contributed to the present mentality and awareness of self-government representatives, who accept commercialisation and privatisation processes.
